How do I turn off blog comments?

Blog comment visibility is a HubSpot setting and not a theme setting, from the Blog Settings choose the Comments tab to toggle the comments off

The inclusion of blog comments is optional, the Blog Post template is designed to allow you to include blog comments or hide the section when you disable the setting.

You can turn off blog comments under Settings → Blog → Comments:
