Google Tag Manager (GTM) does not replace Google Analytics. It helps users easily add Google Analytics tracking code to a website, deploy GA event code snippets, and define rules for when each code must fire.
Google Analytics can be added as a tag to GTM rather than using the integration settings in HubSpot to consolidate the scripts that have to fire when the page is loaded.
